Computer Apps will not load/run. Dell Inspiron 7400 Series, Windows 11

I have a Dell Inspiron 7400 series that boots up, goes to the main screen with all my apps and folders, but when I click on them, nothing happens. Just blue circle spinning. I have tried rebooting, cannot use CTRL+ATL+DEL to access task manager. I have used Dell recovery. Nothing. Help?
