Complete Access Of Drive C:

Hello , I am facing an issue with ownership and complete access of drive C: . When I changed the ownership of drive C: at beginning , the Menu in windows stopped working . From youtube and various articles , I solved that . Next day , search menu stopped working . For that I have to re-install os . After re-installation , I tried again from various articles , outcome at the end is same . Again re-installed os from USB flash drive , the menu and search bar issue solved but another issue arrived . Few system files missing , again re-install , few functions missing . I re-installed
