Code 10 Error in Device Manager for Bluetooth after last update

After last updates: Feature update to Windows 10, version 21H1 and KB5007186 Bluetooth on my Intel® Dual Band Wireless-AC 3168 stopped working with "This device cannot start. (Code 10) STATUS_DEVICE_POWER_FAILURE". Both WIFI and Bluetooth on one chip and WIFI works fine.On my Ubuntu 21.10 Bluetooth still works fine. I tried reinstalling drivers installing latest 22.80.1 drivers, tried Generic Bluetooth driver. Reinstalled driver for wifi too. Performed clean install from this Intel article also tried everything form this post, nothing helped. Rolled back windows update and reinstalled it again
