Clone existing Windows 11 installation to external SSD and boot into it on a virtual machine on another Windows 11 PC

I have 2 Windows 11 PCs, and would like to consolidate them into a single system running one in a VM on the other. I can clone the existing PC onto an SSD that is bootable, and then plug that into the other PC and boot into the Windows installed on the external SSD in a virtual machine. Is there any list of steps that I must take to perform this?
