Clicking on thurmbnail preview from task bar often doesn't maximize that app or window

Using WIndows 11, I can take my cursor down to programs on my taskbar, and when one is open, seeing a thumbnail preview. I can still do that. But when I hover the cursor over those previews, I used to be able to click on the thumbnail and make that program or window maximize. But lately, clicking on the thumbnail preview does nothing. This is frustrating, because the only way I can bring up a program to actually work in it, is to find it in Windows Explorer, or find it in a desktop search engine, and then click on it that way. That is time-consuming. FWIW this is sporadic. It comes and goes.Is
