Child unable to request for additional time

[Windows 10]

We are using Family Safety. My kids must send a request to me for time before they are allowed to log in. This way I know their homework and chores are completed.Others accounts are able to submit the request for time. Only one child gets an error every time try to login. "Something went wrong. We were unable to send your request. Are you connected to the Internet?"
