Changing security access to delete NGC file

Hello, I am having trouble with my PIN where it says "something went wrong and your pin isn't available". I saw previous threads to delete the previous PIN in NGC folder, however, I can't access the NGC folder because it says "you do not have permission to view this object's security properties even as an administrative user". So I searched another thread that says I can change this via cmd, but the way that I'm doing it now doesn't seem to be working either. I have also restarted my laptop in safe mode via msconfig, but I still can't access the NGC folder. Any other tips?
