Change default Address Book for all users in domain

We have employees in our company domain who are not getting the latest users in their offline address book list until sometimes after 48 hours. Noticed that the "All Users" address book is always up to date. How can we set that as the default for everyone? I can change it in outlook in the address book settings.

"When opening this address book, show this address list first"

And that works so our employees can always see the latest new hires right away. How can we add this to our domain as the default for anyone who starts outlook without having to configure each machine? If there is a script or gpo setting that we could push out that would be awesome. Right now we have a mix of office 2013 and 2016 standard and professional.

Also, if there is another way to get company users to see the updated address list automatically and quicker I am open to other options. Management was complaining that 48 hours is too long. Trying to cut that in half or less.
