CD drive setup.exe file not installing

I've downloaded and deleted a file multiple times today and the setup.exe file won't load even when i run it as an administrator. I extract the file first from a zip file, then i mount the iso file unto the cd drive and when i try to run the setup.exe file it won't run, it will just load a second and then does not work. please help
