Caps lock behavior not consistent

Depending on the keyboard language I use, caps lock is toggled off only via the shift key, or via shift+caps lock keys, or toggle normally by pressing caps lock key only; all of this regardless of the selected settings under Region and language > Keyboards > Advanced key settings (screenshot in portuguese). I want to toggle caps lock only via the caps lock key, without the need of using the shift key, and also not having the trouble of toggling caps lock off by a shift key click.
