Can’t use command prompt to repair

[Windows 10]

I’m in a blue screen of death loop. Likely it’s malware. It won’t allow me to get past this screen to install/uninstall anything. Safe mode is mostly useless as any advanced options says it requires my “password for this account”, and I don’t know what that is or remember making one. The ONLY options I can get to are BIOS and command prompt. On command prompt I’ve run chkdsk/r and chkdsk/f unsuccessfully, as it says it’s “write protected.”Is wiping my hard drive the only option at this point? And is so, how would I do that safely?
