Can't take it anymore! 0x8024001B error returns every day or two!

I've been struggling with this for well over two years, and I'm at wits end!
Currently running XP SP3 on an HP Pavilion PC, (though my problem predates
SP3) and using only Microsoft-branded protections (Windows Firewall,
OneCare, Windows Defender, etc.- no third-party security.

Windows Update used to "break" every six months or so with the error code
above, and, from help I found searching this group, as well as some guidance
from MS tech support, I learned how to go into Safe Mode, rename or delete
the Software Distribution folder, re-register the .dll files listed in the KB
article discussing this error, and life would be good for several months.
Now, Windows Update breaks, I fix it the same way as always, I get to go
through maybe one night with Automatic Updates, and it breaks again after the
updates install. It seems to have gotten worse since installing OneCare,
but since the underlying problem has been around for a couple of years,
always with the same error code, I think OneCare is just "tripping" the
underlying cause more often, rather that causing a new problem coincidentally
generating the same error code.

I can get WU to stay working longer if I only use Windows Update instead of
Microsoft Update (but when OneCare does it's "checking for updates" I think
it tries to turn MS Update on.)

I get so sick of fixing it, I generally leave it broken for a few weeks,
then fix it and get a big pile of updates all at once and just let it break
again until I notice my other PCs have automatically installed new updates.
I had to fix it a day or two ago to download Zune 3.0, which hung at the
"checking for updates" dialog until I fixed it- Zune software apparently uses
WU to manage updates as well. Lucky me.

Here's a sample from my WindowsUpdate log- hopefully this will shed some
light on the problem. Prior to this sample, everything seems to be going ok
until about a few lines after this, when we see "Found non-managed non-WU
Service registered with AU", then things seem to go awry:

...does anyone know what "Found non-managed non-WU Service registered with
AU" means? Is this another program "breaking" WU that I need to track down
and get rid of? Or is this a "normal" MS program (like Zune or Windows
Defender) that receives it's updates via WU?

Once I get that dreaded "WARNING: WU client failed Searching for update with
error 0x8024001b" WU is dead- automatic updating stops working, and
attempting to update manually via the WU webpage just hangs at the "checking
for updates" screen with the dotted green "lack of progress" indicator, with
the WindowsUpdate.log file seeming to indicate everything's fine, but
stopping cold at:

they sound!) are appreciated!

I'm not sure I would have installed WinXP SP3 if you were already having
problems. Did you install WinXP SP3 via Automatic Updates, Microsoft Update
website, or manually?

OneCare is a third-party security application, albeit from a division of MS.
OneCare includes both Defender and its own firewall so you should not have
Defender (standalone) installed and the Windows Firewall should be disabled.

Before you installed OneCare, had you been running without any anti-virus
application whatsoever?

Has a Norton or McAfee application ever been installed (e.g., a free trial
version preinstalled on the machine when you purchased it)?

(ignore the title, if need be) to resolve that error:

However, your log suggests that the machine's updating via an WSUS server
and the error's pointing to a WSUS software-related update:

It came via Automatic Updates, back in the good old days when WU only
crapped out every few months. I figured at the time "can't hurt, might help!"

I'll check if OneCare removed or disabled Defender. I'm ready to remove
OneCare as a test, and go back to old setup (Defender, Windows Firewall and
AVG Free.)

No, I was using AVG Free, which is installed on two other XP PCs that never
had this problem.

Yes- a free 90-day trial of Norton which was removed probably a good year
before this ever started.

Been there, done that, bought the T-shirt, as they say (many times, in fact-
I used to try various KB article suggestions until I stumbled upon the
current "repair" scenario of erasing the SD directory and reregistering all
WU-related files.) Though, for laughs, I'm trying the 943144 solution again
now, which brings up another question... why can't I ever stop or restart
wuauserv, or BITS? Any attempt to just hangs them at "stopping the service,"
then I register the .dll and reboot to restart the service. Is that normal?

Thanks, but I'll ask a parting question: WHY am I getting updates from WSUS?
I thought that was a corporate thing to update computers on a company LAN.
My PC is just a home machine hooked to DSL. What's making Windows trying to
hit a WSUS server? (And, how do I get it to stop?) ;-) By the way, I
checked the WU logs- while WU is trying to update itself (and failing) via
WSUS, any actual XP updates come from the regular WU server, i.e. :

Did you ever reinstall the services?

Of all the myriad of "fixes" I've tried, that is one I never have. I
reinstalled WindowsUpdate 3.0 with the /wuforce command (not for the first
time!) last night and it's working for the moment. I'll try your suggestion
next time it breaks (should be Thursday, maybe Friday at the latest!) in my
continued quest for a permanent fix.

I believe I used a similar cleaner to get rid of Norton at one time, but I'm
certainly game to try again. As I just said in a different reply, I
kickstarted it last night by downloading and reinstalling the WindowsUpdate
3.0 software with the /wuforce parameter, so it's currently working. I'd
rather not try any more fixes until it breaks again, since that dilutes the
troubleshooting! I'll keep in touch with updates (pardon the pun) as the
story unfolds. Thanks for the advice and links!

That should be the fix, Todd. My apologies: I mistakenly misremembered that
Method 2 in KB943144 included the /wuforce command.

No, and this is most likely the cause of your other problems.

Now that you've manually installed the latest version, can you stop the service
or does it still fail to stop properly?

As expected, WU broke again last night. So I tried the fix you suggested.
AU installed fine, but BITS wouldn't, complaining "qmgr.dll (and about 4
other files) couldn't be copied." I tried again in Safe Mode- same problem.
I wrote down and manually copied the 4 files (all were present, and File
Explorer had no problems copying them) but BITS wouldn't start after that
(even after rebooting.)

Another reinstall with the /wuforce parameter got me back up and running, but
AU and BITS still can't be stopped and restarted- the hang while "stopping."

At this point I'm probably just going to rig up a WU repair .bat file to
stick in the Startup folder to "fix" WU everytime I reboot! ;-)

reinstall? What anti-spyware applications (other than Defender)? What
third-party firewall (if any)? If you're doing Repair Installs, has a
Norton or McAfee application ever been installed on the machine?

OK, at least this provides a way to test any possible fixes immediately.

Let's try this:

Using the Services control panel, change the startup option for wuauserv to
"manual". Reboot the computer. Check that wuauserv is stopped.

Reinstall the latest version of the WUA with the /wuforce flag:

Does the installer claim to have succeeded? Wuauserv should now be running.
Check that it is.

Now see if you can stop wuauserv. If you can't, post the last hundred lines
from WindowsUpdate.log.

If you can, change the startup option for wuauserv back to "automatic". Reboot
the computer. Check that wuauserv is running; check whether you can still stop it.

Try using bitsadmin (from a cmd window) to get more clues:

bitsadmin /util /version /verbose

Note: the same command also provides a repair option.

Otherwise I would try using ProcMon to find out what is going on,
e.g. to at least supplement your "complaining" symptom description. ; )

Update: After a week, WU is humming along fine, and hasn't "rebroken." A
sincere thanks to all of you for your help.

I think the "fix" that worked was the manual reinstall of BITS and the AU
service that Taurian had suggested:

since that's the last thing I tried, and the only thing I tried this time
that I hadn't tried a hundred times before.

To PA Bear, thanks for sticking with me, and to answer your question below,
when I said "reinstall" I meant a reinstall of Windows Update 3.0, not a
reinstall of WinXP.
