CAN'T SWITCH OUT OF S MODE

How is this the default setting. Really terrible design. When I go to switch out of S mode it tells me it can't find the page in the store? Why should I even need internet access to turn this setting off, let alone need to connect to a Microsoft server... Windows will be experiencing a mass exodus in the years to come because of these kinds of decisions. Egregious.
