Can't Sign into Microsoft / Missing Microsoft Webstore

Good evening,I've been having trouble with this issue for some time. I bought a PC off of my friend's friend, and it runs great but uses the free version of Windows (unactivated). I don't know if this is causing issues.I've found that I am missing the Microsoft webstore, and I have troubleshooted with no success. When I try to clear the cache, it says "You'll need a new app to open this ms-windows-store link", and when checking my list of apps the Microsoft webstore is missing.
