Can't sign into anything with a Microsoft sign in pop up

Any time when trying to login to Xbox, phone link, one drive, or anything asking for a Microsoft login the pop up shows then disappears. Sometimes it will say there was an issue signing in. I can't even use the Verify account in the account settings. When trying to add account in other users section of accounts it does the same thing. It pops up trying to prompt a sign in or account setup then disappears. I have tried several troubleshooting options I've found online like clearing cache for Microsoft store and using system file checker. I can sign into microsoft at microsoft.com but when tryin
