can't set default apps

Hi, I just did a clean install of windows 10 on both my pc and laptop (downloaded the install tool, it installed 1803, not 1809, winver says compile 17134.376) and now I can't set default apps on both machines. nothing happens if I click a file and choose "open with" and select a different app and try setting it as default, nothing changes. to be honest, if I select an app that was already installed with windows it works, let's say I open an mp4 file with the default movies and tv app, and then I try to change the default app to say windows media player, it does change. but if I try any other software I installed, like mpc or vlc, it doesn't work. the same happens to all kinds of files and all apps that were not pre installed.


so the same happens to jpg files, if I set paint 3d as default app it works, but if I set like photoshop it doesn't.


I tried some suggestions I found online, but nothing works. what can I do? I really don't want to reinstall windows again.
