Can't resize windows on newly installed Windows 11 computer

I've just done a clean installation of Windows 11 on one of my computers. I now find that no application windows can be resized using the mouse. I can resize them by right-clicking in the top bar and clicking "size" but nothing changes when I hover over a boundary.I've tried some of the fixes elsewhere - checking display size, magnification etc. I've only installed a couple of simple apps so far, so there's nothing esoteric.Any ideas?
