Can't remove administrator account on Windows 11

I have two accounts on this laptop: my dad's and mine; my dad and I have been trying to switch from his account to my account as the main administrator (he had originally signed into my laptop with his account); we have managed to make my account the administrator, as well as remove the device from his account, but when we restart the laptop and open it again, his account is still listed as the main. We've tried every method that we've seen on the Windows website and online and nothing is working. His account has no "removed account" option.What can we do?Thank you, kindly,Aniyah Sajuan
