Can't open personal vault

I cannot open my personal vault, instead I receive an error code 0x80070020. This issue began after installing a certain app, so I deleted it and all traces of it in my file explorer and then restarted the computer but still it gives me this error code and won't let me access it. It doesn't give me much detail about the issue aside from "encountered an unexpected error". What can I do to resolve this and simply access my PV from my desktop?
