Cant open Outlook (New) on windows 10

Hi Microsoft support,Recently, I have one issue that repeat frequently with Outlook (New). Something I can open it and some time not. When it not able to open, it look like being updated, and appear as below in start menu.Is it on updating process? if yes, please make a popup to announce the update and the progress. Even if you guys dont want the update popup disrupt user, please make sure the update do not took MORE THAN 3 HOURS or at least keep the app working when update.P/S: I already try to reset, uninstall (can not do) and repair, reset the computer, run sfc, ... (do not work). And somet
