Can't make System Restore Point because I now get Error 0x80042306

I have just re-installed Windows, fully updated it, and am now installing other software. I'm doing this to clean up the system. While installing I periodically make a sytem restore point. I was about to make the 5th RP but had Error 0x80042306 instead. I have C: drive and my workdata drive, E:, set to be included in the System restore. I referred to Redirecting and did the following: 1. Volume Shadow Copy was stopped and in manual mode. I started it. 2. Windows B
