cant login with out internet. cant fix internet till I log in

First of all I want to start off by saying this should be illegal to make the user do. No option for doing it later just force the user during login to check their stupid Microsoft account. Why cant it go on my last password entry like windows 10 did. this kind of behavior from Microsoft is unacceptable
