Can't Login, and it won't let me reset my PIN

Hello, so just to give you the main issue, when I appear onto the login screen, it says "Something happened and your PIN isn't available. Click to set up your PIN again" then there's the button that says "Set up my PIN" But when I try clicking on it, a Microsoft pop-up in all gray appears and then a second later disappears. I have been simply stuck in this loop of trying to reset it, but then that pop up appears to then just disappear a second later.
