Can't log into Partner Center due to new phone

I haven't logged into Partner Center in a couple months and, in the meantime, I have a new phone and a new iPad. Consequently, when I try to log into Partner Center and it asks me to go to Microsoft Authenticator for a code, my phone is no longer linked to my Partner account. Every path to a solution in the Support system ends up with a login session that asks for a code from Authenticator. Therefore every path to a solution is a dead end.I spent over 7 hours on hold waiting for a support representative.
