Can't log into local windows account, and doesn't give me option for microsoft account either.

I turned on my computer today, and it says that due to "security changes" I can no longer use my old pin, it doesn't give me a pin reset option, and says that all my passwords are incorrect as well. This is on a local account however it doesn't even give me an option to sign in with my microsoft account, how do I log back in and use my computer.
