Can't lock the PC as an Administrator, Only 1 user can be logged in at one time, Only account which is an administrator shows after starting Windows

I've been encountering many problems at once lately, which are connected to each other.


Firstly, after turning off the PC only the administrator account is showing, when there are 3 other accounts that are not administrators.


Secondly, when I am logged in as administrator, I can't lock the PC, the Lock option is gone from the start menu, which is normally next to the Log Out option, and the Win+L doesn't work. I can only log out.


When I log out of the administrator account, the other 3 account how up. When I log in to one of them and lock the PC (you can't do that as an administrator but you can as a normal user), you can only open the logged account, the other accounts don't display. You have to first log out, then log in to another account, there can't be 2 logged users at one time.


The things that I have done are update the BIOS and run DISM /online /cleanup-image /restore-health command. After that, these problems appeared.


I tried running DISM again - nothing changes. Tried running SFC /scannow - nothing changes.

The other thing is that I am unable to perform a recovery, on the recovery menu only Continue, Shut Down and boot from usb options appear - there is no Command Prompt or Startup Recovery.
