Can't interact with thing on my pc?

My pc won't let me click on anything in my Taskbar and when I start my pc I can only click desktop shortcuts. Like I can't interact with any apps I open either unless I cycle through choices using tab. The only thing I can interact with is like video games and even then sometimes they don't work. When I restart it it doesn't fix anything, it's not a mouse problem, and I even hard reset my pc and nothing works can anyone help.
