Can't install Windows 11 on new PC, error message 0xc0000098

Hey guys, I'm at my wits end with this pc. For months I have been trying to install windows 11, have tried replacing the cpu, ssd and usb drives and nothing works. This is the error I get:

have tried changing the BIOS to f2 as recommended for this motherboard. I'm at the point of selling the parts as I cannot get the PC to work.
