Can't install Visual C++ installation issues

[Windows 10]

I downloaded a game. it needs C++. I go to install it, and it says I "already have an installation started". So i tried the Microsoft Fix-it tool. It doesn't solve the issue. So I dig more and find I need to just Add/Remove programs it. I try to and it says the ProgramData/PackageCache............. cannot find the file. So I can't uninstall it, but i can't install it either. So the fixit tool (InstallandUninstallMeta) from a different community question did not solve it, remove the cache didnt solve it, putting the cache back didn't solve it, Add/Remove programs didnt solve it.
