cant install OS in 2009 toshiba laptop

So i tried factory reseting an old 2009 toshiba laptop i had. but it failed. now i have a laptop with no OS. it had multiple drives and only one had windows isntalled, maybe that is what is causing the issue... i tried booting it again with an USB drive but when i press the f12 key to try access the boot menu it gets stuck on the toshiba logo. does anyone know how to solve this?
