Can't Instal MS Store

I can't open up the MS Store.I looked at other tutorials, and they say to use this command Get-AppXPackage *WindowsStore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"} but it stays saying deploying and never installs and its not ms store that's not working the Package is deleted. I can't open up settings or other apps like Skype, Spotify, or clock, or Calc because settings need MS Store to run and there's no MS Store package. Or the new version of Notepad I can open up 10 version by typing in C:\Windows\notepad.exe in the run d
