Can't Find File msiexec

I'm trying to work on an update problem. I have a HP trouble shooting
procedure that calls for unregistering and reregistering file msiexec.
When I go to Start>Run>msiexec I receive a message stating that
msiexec could not be found. I find the file at
C>Windows>system32>msiexec.exe.and in the registry at
Windows>system32>msiexec.exe. Any help would be appreciated. I've been
fighting this download problem for months. I can download updates, but
can't install them. Thanks

Maybe your file is corrupt .

In Vista Premium I have
File version 4.06000.16386
Sise 70 KB
Date modified 11/2/2006

For XP
Install Windows Installer 3.1 v2 (3.1.4000.2435) is availªble here:
http://support.microsoft.com/kb/893803

Locate your file msi.dll (with search if you are not sure where it's
located) and confirm what the version is, either from it's properties or just
passing your cursor over it. If it's not the latest which is 3.1.4000.2435,
then:
