Can't factory reset PC

[Microsoft Windows]

When prompted to put in the password or pin for the account, I get the message that the username or password is incorrect. I've already reset the password but still get the same message. I've made sure the account is Admin.I've opened a service request but can't check it because it says it's not owned by me.
