Can't enable dolby atmos for windows 11 with a LG S70TR hooked up to a Samsung S90D

I am trying to enable dolby atmos for windows 11 but it won't work. Currently I have a LG S70TR hooked up to a Samsung S90D via hdmi eARC. I have tried reinstalling drivers, updating drivers. Any help would be appreciated.
