Cant download Windows 11 ISO file to reboot computer stuck in BIOS.

So recently I cleared two hard-drives on another computer I own. This in turn resulted in a never-ending loop with the BIOS settings. I grabbed my USB device to download a Windows 11 ISO so I could reboot it but to no avail as my location or area does not let me.
