can't create new Microsoft account

First of all. It is impossible to create account in microsoft! and second you even can't reach the support without that mentioned account. I had to use other person's account to submit request to you (by the way it makes no sense in your security if people are forced to use other's account because of the problem with creating their own). I need account for my education to assign for papers and apps at University. I have been solving puzzles for 2 hours... It starts again and again.
