Can't create new Microsoft account (stuck at CAPTCHA page)

I was creating a Microsoft account for my cousin on her newly bought laptop. Everything was find until I submitted the OTP code. It redirected me to the CAPTCHA page (i guess) but apart from the text "Help us beat the bots", it didn't show any other information. I thought it was because of the browser so I changed from Chrome to Microsoft Edge on her laptop but the issue continue still. Then I tried it on my own laptop (even with a newly created email) but it didn't work either.Saying "You need to clear cache from the browser" is a bit odd for a new laptop, right?How can I solved this problem?
