Can't connect phone link

I'm dictating this, so blame any typos on Microsoft.I just got a new phone, identical to my old phone. The old phone connected with my computer and phone link recognized it. I have tried everything possible To connect the new phone but nothing works and phone link still shows my old phone as offline. I have tried adding a device via Bluetooth And it appears to pair, but after it shows connected for a few seconds then it says not connected.
