Can't change my administrator email

I changed my email address in my Microsoft account but it never updated my administrator email on my HP laptop. Every time I try to change the email I get a pop-up asking me to sign in with my info, trying to change it from my current account does nothing and when I try to sign in with my old account it tells me the account no longer exists. I've tried adding a new account onto my laptop to make it the administrator but I'm having issues with that too. I've tried recovering the old account but I've passed the cut-off mark for re-instating it. I'm at my wits end, I've been trying to fix this fo
