Cant boot windows from usb ISO

[Windows 10]

I recently bought a secondhand pc and before booting it i took out the hard drive and formatted it before reinserting it. Upon booting it immediately takes me to Windows RE. From there I tried resetting the pc but it gave me an error and said I could not. So I tried booting with an ISO and no matter what the computer will not boot the ISO. I've tried bootrec and it says 0 Total identified Windows Installations. I have no clue what to do at this point.
