Can't add Wmic Optional feature.

This issue is very waste my time how can i solve it. it said couldn't install i dont understand only 4.44 MB but take so long to adding and lastly it said couldn't install i wait it's adding about 7 minutes what is going on in this system i tried to write code in powershell to make it install but i got the same result. When i tried this around 10 times i try to go looking at Task Manager and i see "Services Host : Windows Update" and "Window Installer Worker" is working even though at that time I hadn't updated yet. and make my cpu ran into 100% and after it said couldn't install the services
