Can't access C:\All Users\Start Menu and other folders. Can't change permissions.

I'm the sole user, Administrator yet I can't seem to get into some areas of the system. I've done the normal stuff. In Folder Options for Windows Explorer I have everything turned on to show/display as much as possible. Yet still I meet with a wall. I never had this with other installs. Must have done something different but haven't a clue as to what it could be. When I try to change Permissions for Everyone or SYSTEM or Administrators I get a popup that says:

An error occurred while applying security information to: (then it gives the folder I was trying to modify)


Hopefully I've put this in the right category. If its in the wrong place please suggest where it should be.


What can I check?
