Cannot turn off tamper protection

[Windows 11]

I am trying to change a few setting but tamper protection is not allowing me to, but I cannot turn of tamper protection. I am the administrator of my computer and the only one on my computer yet it claims I do not have permission to. I tried to change the value of tamper protection in registry editor but it also claims I do not have permission I than tried to gain control of the features key by making myself the owner but was once again met with a screen claiming I do not have permission.
