Cannot sign in to my Microsoft Account - it says it has sent a code but it doesn't

I recently upgraded my motherboard and want to activate my windows 10 licence. It tells me to go to settings to activate it and then it asks me to login when i open the troubleshooter.I'm asked to put my PIN in which I do. Then it also says that it needs to verify my identity by sending a code to my hotmail account. I click the button for it to do this but no code is ever sent. So I cannot get into this microsoft account and i can't activate windows with my product key.I can still get into the email account though, even though it's associated with the same email address.
