Cannot Reset PIN after entering Bitlock Recovery Key

Hello,I went to Taiwan this winter and returned to school opening my laptop to a bitlock recovery key prompt. I followed the instructions on the page and it allowed to to get to the entering the PIN stage. However, when I selected to option to enter my PIN, it says it is no longer available because of a security setting on the device and asks me to set up my PIN again. But when I select the set up my PIN button, it returns me to the initial log in page and won't let me set up the PIN.
