Cannot open windows antivirus: IT has limited access... have tried everything

Hi there,I cannot access windows antivirus. I get this message.I've read through countless posts and have tried the following:1. Running the securityhealthsetup_e16941e14861a6d24750ecdf05c548189b33182a tool as admin.2. Running cmd's that delete registry keys that supposedly fix the issue. Did not fix.3. Resetting windows with a cloud-based re-install.4. Scanning C drive for errors (none found).5. Cleaning up system files.6. Trying to reinstall from the Windows 11 ISO (Win11_24H2_English_x64).
