Cannot open virus and threat protection "Your IT has limited access to some parts of this app"

I've tried all the guides I could find and I was still not able to fix this I have tried resetting my computer and making a new account and surprisingly Its still saying you it has limited access to some parts of this app I'm stuck and have no clue what to do.
