Cannot open, uninstall, or reinstall certain programs, possible file corruption.

The computer still runs well, I can web search and play games without issue. However, I have been having difficulty opening certain programs ( I get a CLR error: 80004005 message), or uninstalling or reinstalling others (Runtime error External Exception E0434352). I believe it may have something to do with corrupted files, but I am not sure. I have tried restarting, and running a command prompt as an administrator, but it said DISM did not recognize the command prompts "Cleanup-Image" or "CheckHealth." I am not sure what to do short of a full windows restart, but I don't think I have a physica
