Cannot login to my laptop. Code 0xd0000225

I cannot login to my laptop with my PIN. There is code: 0xd0000225. Login page instructs me to set up my PIN again. I select that and it says a code will be sent to my Outlook account but no code is sent to my Outlook account. Please help.
