Cannot keep personal apps and settings when installing Windows 11 through USB flash drive installation media.

I've been trying to install Windows 11 from a USB flash drive but the setup will not let me keep my personal apps and settings when installing. Setup tells me the issue is a mismatch with the setup.exe language and my OS language in settings, even though I have checked several times to make sure these both matched up. the "setupact.log" file in C:\$WINDOWS.~BT\Sources\Panther shows that both the host OS language and the target language are en-gb ( the target language though is en-GB in caps, don't know if that matters) and that the installer is trying to install the correct edition, profession
